Policy cancellation moratorium for some Missouri homeowners policies

UPDATE JUNE 1, 2026: In Bulletin 26-09, the Missouri Department fo Commerce & Insurance issued an update to its extension of Bulletin 25-10. The State of Emergency, as declared and extended under Executive Order 26-13, expirde on May 31, 2026, and will not be extended further. As such, this Bulletin hereby rescinds Bulletins 25-10 and 25-11, effective June 1, 2026.

However, because the Department is aware that recovery efforts in some parts of the state are ongoing, it requests that insurers continue to provide additional time to impacted Missourians before instituting or initiating cancellation or non-renewal of policies where the property owner is making good-faith efforts to complete repairs.

UPDATE: In Bulletin 25-11, Missouri has issued an extension to the protections of Bulletin 25-10 to master policies issued to condominiums in Missouri. The extension does not apply to Condominium Homeowners policies (HG-6). All protections in Bulletin 25-10 remain in place until Dec. 31, 2025.

The Missouri Department of Commerce and Insurance issued a bulletin in response to homeowners and/or dwelling insurance covering residential properties. Bulletin 25-10 indicates that Missouri insurers should not be cancelling or non-renewing Missouri homeowners or dwelling insurance policies covering residential properties damaged by a storm occurring after March 1, 2025.

The Bulletin does not refer to a specific storm or county. It simply states that impacted insureds should not be having to worry about finding replacement insurance while also attempting to repair a damaged property. The moratorium remains in effect until companies are notified by the Department or Bulletin 25-10 is rescinded. 

This moratorium does not apply to properties not damaged in storms occurring after March 1, 2025.  The moratorium also does not apply to cancellations due to non-payment of premiums.  The Department also advises that this should not be interpreted as a permanent moratorium.
